Privacy policy
This site collects personal data in three places: the enrolment and re-enrolment portals, the contact form, and audience measurement. This page says which data, why, who receives it, how long it is kept, and how to exercise your rights.
The applicable framework is Ivorian law no. 2013-450 of 19 June 2013 on the protection of personal data. The supervisory authority designated by that law is ARTCI, which carries out that role under the name Autorité de protection.
Who is responsible for what
Three distinct situations, worth separating because the person to contact is not the same.
You submit an application or a re-enrolment for an institution. The institution you chose is the data controller: it decides to open enrolments, keeps the records and decides what happens next. African Digital Consulting acts as a processor, on its behalf and on its instructions. This site is only a relay: it forwards your application to the institution's instance and keeps no copy.
You write to us through the contact form. African Digital Consulting is then the data controller, in order to answer your commercial enquiry.
You simply browse the site. African Digital Consulting is responsible for the audience measurement described below.
The data collected
Online application
The enrolment form transmits the following fields to the chosen institution, and to it alone. The list is closed: a field that is not on it does not cross the relay.

The relay adds one piece of data the form does not show: your public IP address, passed on to the institution because it is what caps, on its side, the number of attempts allowed.
Consent is mandatory: without the box ticked, the application is not transmitted, and the relay refuses it before even calling the institution.
Online re-enrolment
The re-enrolment form transmits only the student number, the date of birth and the consent, plus the IP address added by the relay. The first two identify a record the institution already holds.
They are never written to our technical logs: student number and date of birth are the two halves of one identifier, and an incident log is not the place to bring them together.
Contact form
Intended for institutions, not for families. It collects: name, email address, institution name, phone, type of institution, indicative enrolment, plan under consideration, and message.
Audience measurement
What is measured: pages viewed, display language, and a few interactions — opening a frequently asked question, opening a feature card, switching language or theme, playing a video testimonial, clicking a call to action, and submitting the contact form.
One point deserves stating, because it is rarely said: when a contact form is submitted, the measurement records the type of institution and whether a phone number or a message was filled in — not their content.

None of this data is sold, rented, or used for advertising. None of it is used to train a machine learning model.
Who receives this data
- The institution you chose, for applications and re-enrolments. It processes them under its own policy, on its own instance.
- Vercel Inc. (United States), which hosts this site and provides its performance measurements. Its audience and performance statistics set no cookie and cannot reconstruct browsing across different sites.
- Web3Forms (Web3Creative), which delivers the contact form to our mailbox. See its privacy policy and its data processing agreement.
- PostHog, for audience measurement, on its United States hosting region.
How long
This site keeps no application or re-enrolment record durably. It forwards, returns the institution's answer, and keeps nothing. Only two items are held in memory, briefly: an attempt counter per IP address over a one-minute sliding window, and the catalogue of programmes published by the institution, which contains no personal data.
The record itself is kept by the institution, under its own responsibility and its own academic archiving rules.
Contact messages are kept by our delivery provider under its policy, and in our mailbox for as long as it takes to handle the commercial enquiry.
Audience measurements are kept by the providers named above, under their respective policies.
Transfers outside Côte d'Ivoire
Site hosting and audience measurement involve providers established outside Côte d'Ivoire, notably in the United States and in Europe. Application data, by contrast, is transmitted to the institution's instance without passing through a third party.
The law requires that people be informed of the possibility of a transfer to a third country: that is the purpose of this paragraph. The formal framing of those transfers is among the points still to be settled, flagged at the end of this page.
Your rights
Law no. 2013-450 grants six rights to people whose data is processed:
- The right to be informed — to know that processing exists, and what it is. That is what this page is for.
- The right to enquire — to ask whether data about you is being processed.
- The right of access — to obtain a copy of it. It is discretionary: you need give no reason.
- The right of rectification — to have inaccurate or incomplete data corrected.
- The right to object — to refuse processing on legitimate grounds.
- The right to be forgotten — to obtain erasure of your data and an end to its dissemination, provided for by article 33 of the law.
Who to contact. The right door depends on what you are asking for, and knocking on the wrong one wastes time:
- For an application or student record already transmitted to an institution, contact that institution. It holds the record and it decides; we can neither amend nor erase it on its behalf. We can, however, help you identify the right contact.

Minors
Some applicants are minors, and the form indeed provides for a guardian's details.
Where the applicant is a minor, consent rests with the person holding parental authority or guardianship, and responsibility for the processing lies with the receiving institution. The form collects no sensitive data within the meaning of article 21 of the law: no health data, no ethnic origin, no political, philosophical or religious opinion, no trade union membership, no biometric data.
Cookies and trackers
This site carries no advertising and uses no advertising tracker.
- The audience and performance statistics provided by the host set no cookie and rely on anonymised data.
- Detailed audience measurement does use browser storage. It does not start at all if your browser sends the Do Not Track signal, or if you add
?noanalyticsto a page address. It is also loaded only once the page has rendered, so that it never slows down reading. - The light or dark theme and the language you choose are remembered by your browser, so they can be served back to you on your next visit.
Security
The technical measures applied — one database per institution, signed calls, security headers, backups — are described in detail on the Security page, limits included.
Complaints
If you believe your rights are not being respected, you may refer the matter to the personal data protection authority (ARTCI): autoritedeprotection.ci.

Changes to this policy
This page carries its last update date at the top. Any change to the processing — a new provider, a new purpose, a new item of data collected — results in that date being updated.
